The Garner-Hayfield Board of Education is committed to providing quality educational opportunities to all students with special needs under the jurisdiction of the school corporation as required by the Iowa Administrative Code in order that each individual may reach his or her potential level of achievement.


All students with special needs as defined in the Individuals with Disabilities Education Act will be provided full, free, and appropriate educational opportunities in accordance with the Iowa Department of Education Administrative Rules of Special Education.


The process and procedures for identification and services for students with special needs will be in accordance with the Individuals with Disabilities Education Act, the Administrative Rules for Special Education, and the Special Education Procedures Manual for AEA 267. The process and procedures will include provisions for implementation of the General Education Intervention (GEI) model (see Appendix A) and non-discriminatory testing and evaluation by a multidisciplinary team.


To the maximum extent appropriate, students with special needs will be educated with their peers based on an Individual Education Program (IEP) reflecting the identified program for the total needs of the student in instructional programs, support services, and accommodations/modifications.  The required members of the IEP meeting team, including the parents, student (at age 14), general education teacher, special education teacher, a district administrator, and AEA 267 staff will develop the IEP.


Entitled students will receive special education services based on individual need, multiple sources of data, and IEP team recommendations.
